The Office of Acquisition and Logistics Management (OALM), under the direction of Phillip D. Osborne, Acting OALM Director and Acting Head of the Contracting Activity (HCA), provides leadership, guidance and oversight for acquisition and logistics at NIH. OALM is a diverse, multi-faceted organization with a wide array of responsibilities that are carried out across other offices within the larger organization.
