About the Program Planning and Management Branch (PPMB)

The PPMB directly supports the Head of Contracting Activity and Office of Acquisition and Logistics Management (OALM) Director, as well as the OALM staff on myriad issues ranging from governance and NIH Business System (NBS) service improvements / enhancements to special projects that impact acquisition policies and the NIH community. Serving as a liaison with the acquisition and logistic community and partnering with the NBS Project Team, the Office of Financial Management (OFM), the Office of Budget (OB), the nVision Project Team, Grants, and the Office of Strategic Planning & Management Operations (OSPMO), the PPMB strives to provide technical, logistical, and project and change management expertise to support OALM’s mission activities and objectives.


The PPMB seeks to increase awareness and facilitate success by managing projects and working collaboratively with the NIH Community to continuously enhance the quality of acquisition- and logistic-related initiatives such as but not limited to:

  • NBS Software Change Control Process for Service Improvements and Enhancements
  • Special Acquisition and Logistic Projects requiring Technical Support (Electronic Receipt and Review of Proposals)
  • Coordination and Distribution of NIH-wide Year End Close Communications
  • Coordination and Distribution of OALM Communications
  • The NIH Electronic Invoicing Solution (Acquisition Related Issues and Impacts)
  • Closeout of Expiring Lines
  • NIH Administrative Strategic Plan Goals
