NIH Delegated Acquisition Certification (DAC): Re-Certification Requirements

Re-certification: The NIH DAC must be maintained every two years from date of initial certification by meeting the 40 Continuous Learning Points (CLPs) requirement. The day and month of the certification expiration date will not change and two years will be added to the expiration date upon successful re-certification approval.  Re-certification submissions can be done anytime during the re-certification period as long as the requirements are met.  It is in the NIH DAC holders’ best interest to complete the 40 CLPs and submit a re-certification request at least a month prior to the expiration date in case unforeseen issues arise that prevent the holder from meeting their re-certification deadline.

Mandatory Continuous Learning Requirements (every two years):

  1. HHS Appropriations Law Refresher (8 CLPs)

Those grandfathered (those with a 4/30/2021 certification expiration date) into the NIH DAC program must also completed the following:

  1. Purchase Policy and Practice (12 CLPs) - When Available
  2. FAC 069 Price Analysis (0.5 CLPs)
  3. FAC 085 Price Reasonableness for Simplified Acquisitions (0.5 CLPs)
  4. FAC 029 GSA Schedules vs. Open Market (2 CLPs)
  5. FAC 023 Basic Contracting (4 CLPs)
  6. FAC 048 GSA MAS Program: Buying Services Through GSA Schedules (4 CLPs)
  7. CLC 064 Wage Determinations for Service and Construction Contracts (2 CLPs)

FAI CSOD: Re-certification is not currently supported by FAI CSOD.  

Revocation: Guidance has been suspended until further notice since all certifications do not currently expire in FAI CSOD

Extensions: Guidance has been suspended until further notice since all certifications do not currently expire in FAI CSOD.

Reinstatement: Guidance has been suspended until further notice since all certifications do not currently expire in FAI CSOD.

Any reinstatement request not received in this time period or the request is disapproved due to insufficient justification or the 40 CLPs have not been met, will result in all initial certification training requirements having to be retaken. 

Certification and warrants can still be revoked during the period of request for reinstatement. If revoked, a new warrant request will have to be submitted upon reinstatement.
